In a TMC, the newspaper delivers selective preprinted FSI's (free-standing inserts) to subscribers via selective inserting into the paper, and to non-subscribers via selective inserting or onserting into address-specific mailing packages delivered to those non-subscribers by USPS.

Each of Enternet's newspaper products, the legacy CSN-NT and current-release eNet 3000 series systems, enable a Bulls Eye TMC program.
